NTCCC Response to OGCA’s Restated Position on Bill 69
Toronto – March 6, 2014 – The NTCCC acknowledges and appreciates the efforts of the Ontario General Contractors Association, OGCA, over the past four years and thanks them for their ongoing support and commitment to the principles of the proposed Prompt Payment Legislation (Bill 69). They have been instrumental in getting Bill 69 to this point.
Their recent statement expressing, that the "OGCA supports the vision that general contractors, trade contractors, suppliers and workers should be paid in a timely manner for the work they do" is consistent with their involvement during the development of consensus language among the affected parties over the past four years.
Bill 69 is an accurate reflection of the original industry consensus document unanimously accepted by the OGCA and NTCCC. All parties have continued to agree on, and not deviate from, the merits of the consensus language on which Bill 69 is based because it makes good economic sense for the entire construction industry.
NTCCC is not privy to the internal or external influences which may have caused the OGCA to restate its position, however, the NTCCC will continue to work with all stakeholders, including OGCA and owner groups, directly and throughout the Committee process, to address legitimate concerns which will make Bill 69 even more inclusive and effective in achieving prompt payment in Ontario.
